Priority Engine
The developing engine uses business demand and technology context to recommend which capabilities require attention next. It exposes evidence, assumptions, dependencies, capacity, displacement, and uncertainty for human challenge and decision.
Boundary: This architecture is approved for development and validation. It is not yet controlled methodology or a production decision system.

A governed organizational baseline defines what the assistant knows, what it may do, where it must stop, and which people retain authority—before it begins bounded work.
